
GOSHEN, N.Y. — The Goshen Town Board met Thursday, Sept. 11, to mark the 24th anniversary of the September 11 attacks and to tackle pressing legislative and financial matters, including revisions to traffic laws and a proposed tax cap override.
The meeting opened with a moment of silence for the 44 lives lost from Orange County on 9/11. Councilmember Melissa Gallo delivered a personal tribute, honoring victims and first responders, stating, “We will never forget.”
The board reviewed Introductory Local Law 6 of 2025, which aims to overhaul the outdated Chapter 89 of the town code. Special Counsel Robert Rametta outlined plans to align local traffic rules with New York State Vehicle and Traffic Law (VTL), while eliminating unnecessary state surcharges. The update will allow the town to enforce and collect fines directly. Additional provisions for overweight vehicle enforcement and flexible fine structures were also discussed.
Tax levy limit override
Introductory Local Law 5 of 2025, which proposes a tax levy limit override, was approved for a public hearing set for Sept. 25. This move signals that the town may exceed the state-imposed tax cap to fund future expenditures.
The board also approved an event permit for Wagon Wheel Farm for dates in early October, contingent upon final sign-offs from the building and police departments.
In finance, the board unanimously authorized the payment of more than $425,000 in accounts payable and manual expenditures, and approved several budget transfers recommended by the Budget Officer.
During the Privilege of the Floor session, residents raised concerns about a dormant $10 million commercial water district plan, the safety of Battery Energy Storage Systems, and the clarity of new traffic enforcement provisions. The board confirmed that one police officer is currently trained for traffic enforcement, and two more are in training.
The meeting adjourned at 7:52 p.m., with all motions passing unanimously.
